This is a first, and don’t make sense at all. I have sites with thousands of outlinks and just a few inlinks, and they are well ranked.

I do agree that inlinks are important to improve pagerank, but with outlink I would take care so I don’t link to spam sites, or link to sites that in the future turn into spam sites (and remove the links if this happens), but don’t see any problem with the outlinks otherwise.
